Where Texas stands
SB 2308 (signed 2025-06-11) set aside $50 million in state matching funds for an FDA-track ibogaine trial. HHSC announced the UTHealth Houston and UTMB-led award in December 2025, a two-year multicenter consortium. On 2026-03-31 the state said it would proceed without a drug company, since proposals did not meet statutory terms. Separately, Psyence BioMed formed a Texas Ibogaine Research Corporation in September 2026 and in October signed a deal to manufacture ibogaine in Round Rock. The often-cited $100 million figure combines Texas's $50 million with up to $50 million in federal matching money.
The state has appropriated money for ibogaine research or trials.
Funding: $50,000,000. State matching funds via HHSC; statute required an equal non-state match, a Texas commercial presence and 20% of future drug revenue, none met by a drug developer.
Timeline

Psyence BioMed's Texas subsidiary agreed with DEA-registered Benuvia Operations of Round Rock, Texas, to manufacture pharmaceutical-grade ibogaine in the U.S. This builds on a September 28 term sheet for an exclusive U.S. ibogaine licence from Psyence Labs, with a definitive agreement due by November 30, 2026. The company runs separately from the state-funded IMPACT trials.
